Here's a link to an interesting article on how one native speaker views non-native use of English in the context of EU bureaucracy. For the record, this kind of complaint is pretty common.

OdpowiedzUsuńI don´t agree with the author. He is supossed to be a native speaker but also he need to respect the way people try to use his mother tongue to communicate. We know that a second language is impossible to aqcuire perfectly or in the same level that a first language, so he has not to be so exigent because he had the same problem if he would try to speak a second language...
By the way, the main goal of using english (European english) is to communicate in a international context and in this case the listener, reader, receiber, should be active in order to understand the other. So I don´t think it is so difficult to understand people who don´t use perfectly our mother tongue if we really want to undertand him/her.
